Delhi Centre of BAI

Delhi Centre is one of the leading Centre of Builders Association of India. It was founded in sixties and presently it is having its membership strength over 500, comprising of Builders, Construction Contractors, Architects. Decorators, Manufacturers, Consultants & Suppliers etc. It has always been in the forefront for tackling important issues confronting the  Construction fraternity, particularly in Union Territory of Delhi, being the hub of Political & Constructions activities.

During its existence of over four decades it has been making positive contributions & taking concrete steps for the General Welfare of BAI family, like.
Providing dynamic leaderships to our esteemed Organisation. MR.H.S. Duggal of M/S. Uttam Singh Duggal, Mr. Tilak Raj of M/S Dewan Chand & Co. & Mr. C.L.Verma of M/S Continental Construction Ltd.  led the Organisation as its President. Mr. P.R. Mundle and its Vice Presidents. Mr. Lal Chand Sharma, Cherian Verkay, K.P. Baney, Bijon Mukherjee and Mr. P.M Harshe, Bharam Datt, S.K.Pradhan & V. Ramachandran are presently Trustee of BAI. These are a few names who contributed their mites and provided yeoman service to the Organisation.
Organising All India Builders Conventions and Exhibitions at New Delhi. These events were very helpful for gathering members and affording venue for exchange of ideas and furtherance of Business interests of the members. Above all a feeling of brotherhood is created and long lasting friendships is established among the members. Presently International Exhibition on Building Material and Construction Technologies '09 is being Organised in Delhi from 25th to 27th  February, 2009.    
One day workshop on standardising the contract conditions for domestic bidding contract documents was held in July,1997.  It was a hurricane task to achieve consensus of Central Govt / State Govt. Departments and various undertakings & other Departments as they have their own different contract conditions documents for their works. The recommendations were formulated and submitted to the Govt. for acceptance which did not produce the desired result.  Now BAI through CIDC have narrowed down twelve conditions of the contract documents to be adopted by all agencies, which hopefully would meet with the acceptance of the authorities concern.
Taking up common cause of harassments of Construction Contractors in the length & breadth of the country through introduction of new set of rules of enlistment of contractors in CPWD - 1999, re-validation and performance report, in June - 1999 by CPWD. Relentless efforts of Delhi Centre have resulted in constitution of committee of CPWD Officers and representatives of the Association to review the provisions of said rules. New enlistment / re-validation rules, 1999 have been ordered to be kept in abeyance until further orders.
Waging of single handed war with the CPWD against introduction and stipulation of undesirable, unreasonable and contradictory conditions for pre-qualification of contractors for works costing Rs.2 crores and above.
Taking up matter of Delhi Sales Tax on works contracts act 1999 with Sales Tax Authorities and Government of NCTD.  Joint Front of Delhi Contractors Associations has been formed and Delhi Centre is leading the Front. It has been able to have a Committee constituted to look the problems and grivences relating to said act.  A few meetings of the Committee have been held and some procedural concessions have been got by way of clarifications issued by the Sale Tax Department.  The main objective of deduction of uniform compounding sale tax at 2% could not be achieved through such meetings.  Delhi Centre have filed writ petition before High Court of Delhi challenging the vires of  provisions of the said Act and the case is listed for hearing on 4-7-2000.
  Co-ordinating with CIDC for grading of Construction Agencies. By assessment and awarding of grading by ICRA / CIDC credit worthiness of our members stands established in the market and their business interests get uplift automatically.
Processing the case for financial assistance to the members through formation of Delhi Contractors Co-operative Bank Ltd.
  Relentlessly pursuing matter with Employees of Provident Fund Organisation for implementation of EPF Scheme for construction casual workers as per direction of Hon'ble Delhi High Court and making the law applicable from the date such a scheme is finalised and practically  made useful and implementable to the workers.
  Representing Delhi Centre as member of the Governing Council of Indian Building Congress.
 Providing weekly service to the members of supply of press cutting of tender notices for works costing Rs.50 lacs and above and clippings of Construction Industry News. These are also hosted on the Web Site : www.bainet.org & www.constnindia.com
